Annual EEO Public
File Report
The purpose of this EEO Public File Report is to comply with
Section 73.2080(c)(6) of the FCC's 2002 EEO Rule. This Report has been
prepared on behalf of the Station Employment Unit that is comprised of WWCD (FM)
– Grove City, Ohio, and is required to be placed in the Public Inspection Files
of WWCD-CD101, and posted on CD101.com.
The information contained in this Report covers the period
beginning June 2, 2009 to and including June 1, 2010.
The FCC's 2002 EEO Rule requires that this report contain the
following information :::
1.
A list of all
Full-Time vacancies filled by WWCD comprising the Station Employment Unit during
the applicable period;
2.
For each such
vacancy, the recruitment source utilized to fill the vacancy (including, if
applicable, organizations entitled to notification pursuant to Section
73.2080(c)(1)(ii) of the FCC’s EEO Rules (which should be separately
identified), identified by Name, Address, Contact Person and Telephone Number;
3.
The recruitment
source that referred the hiree for each Full-Time vacancy during the applicable
period;
4.
Data reflecting
the total number of persons interviewed for Full-Time vacancies during the
Applicable Period and the total number of interviewees referred by each
recruitment source utilized in connection with such vacancies;
5.
A list and brief
description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of
the FCC’s Rules.
Appendices 1, 2, and 3 (which follow) have been designed, in the
aggregate, to provide the required information.
The FCC's 2002 EEO Rules requires that this Report contain
information concerning any and all full-time vacancies filled by the station
during the Applicable Period. Please note that the numbers listed on Appendix 2
under the column entitled “Full-time Positions for Which this Source was
Utilized” refer to the number of full-time job positions listed in Appendix 1.
For the purposes of this Report, a vacancy was deemed “filled” not
when the offer was extended but when the hiree accepted the job offer.
A person was deemed “interviewed” whether he or she was interviewed in
person or over the telephone. All
persons interviewed were interviewed in person.
In addition, during the Applicable Period, WWCD has engaged in
several menu option initiatives under Section 73.2080(c)(2) of the FCC's rules,
relating to non-vacancy specific recruitment activities. A list and brief
description of the initiatives undertaken pursuant of the FCC's rule is attached
hereto as Appendix 3

Section 3:
Supplemental (Non-Vacancy Specific) Recruitment Activities Undertaken by WWCD
1. Establishment of Internship Program: During the applicable period, WWCD
continued with its established and productive Internship Program. The program
this period resulted in WWCD taking on 26 Interns of various genders and
ethnicities. Said Interns have come from local Colleges and Universities, as
well as area High Schools, and included some non-students as well.
Interns experience first hand the work involved in operating a radio
station. They perform duties like
help plan and execute station promotions, staff station appearances, contact
station prizewinners, support air staff during shift and write public service
announcements. Internships average
90 days (from 30 days to 12 months).
2. Non-Vacancy Specific Job Programs: At WWCD, Internship and potential job
openings are listed on our website (regardless of whether or not there is an
immediate position open.) Allowing people to see what might be available in the
future (or current) job and internship opportunities. This section of the site
is easily found via the website’s front page.
3. College Assistance Initiative: WWCD encourages employees to continue their
education through local Colleges and Universities: whether it be to receive an
MBA, an Associates degree or taking job specific classes, we are supportive of
our personnel (with personal planning, financial assistance and time off), and
reward those who wish to further their career through education.
4. Mentoring Program: We work to develop all WWCD personnel to advance beyond
their current position. Here are specific relationships that have undergone
growth during the applicable period; our Director of Operations working on
people management skills with the Promotions Director, the Program Director
splitting the Music Director job into 3 pieces and giving 3 air staff additional
training / responsibilities. We
believe in upward mobility of our personnel either within WWCD or elsewhere.
All current key management personnel started at WWCD in entry-level
positions.
5. EEO Training: WWCD’s owner, in conjunction with station staff and FCC
council, has responsibility of managing our compliance with the current EEO
laws. He updates required record keeping, reviews EEO related articles and
reports, works with FCC council and has attended an EEO specific seminar in the
applicable period. He is responsible
for updating station personnel, either in person or in writing, as significant
changes in EEO regulations occur.
All, 7, key personnel attended an EEO seminar presented by the Ohio Association
of Broadcasters (OAB)
6. Shadowing and Partnerships: WWCD is affiliated with the Ohio Association of
Broadcasters (OAB), as well as Fort Hayes Alternative and Columbus Alternative
High Schools, allowing these organizations’ members and students to receive,
first hand, information regarding not only broadcast opportunities at WWCD, but
in the broadcasting world at large. WWCD encourages shadowing throughout the
year from various area High Schools, Colleges, and Universities. In the past
year, WWCD had 9 shadows of various genders and ethnicities.
7. WWCD’s
Promotions/Marketing Director have
represented WWCD in job fairs (2 total in the applicable period).
8.
Scholarship Program: WWCD’s
owner, as a member of the OAB Board of Directors, participates in foundation
financial oversight (fund investment strategy, decisions about the number of
scholarships and the amounts) and recipient evaluations (review and score
applications) for the Ohio Broadcasting Scholarship Program.
